To repeal the requirements of the Foreign Dredge Act of 1906 with respect to dredging and dredged material.

To require the Secretary of the Army, acting through the Chief of Engineers, to propose a new nationwide permit under the Federal Water Pollution Control Act for dredging projects, and for other purposes.

To eliminate certain requirements with respect to dredging and dredged material, and for other purposes.

To amend title 10, United States Code, adjust the number of cadets to be nominated to the United States Military Academy, United States Naval Academy, and United States Airforce Academy and for other purposes.

To authorize the Administrator of the Federal Emergency Management Agency to provide certain assistance for Guam or the Commonwealth of the Northern Mariana Islands, and for other purposes.

To extend the authorization of certain grants to the governments of Guam, the Commonwealth of the Northern Mariana Islands, and American Samoa, and for other purposes.

To amend the Animal Welfare Act to repeal the extension of the prohibition on animal fighting to the territories.

To establish certain grants.

To amend section 1591 of title 18, United States Code, to raise the mandatory minimum of years of imprisonment for engaging in the trafficking of any persons under the age of 18.

To provide for the designation of the Guam and Western Pacific USDA Rural Development office as the representative of USDA Rural Development in Guam, the Commonwealth of the Northern Mariana Islands, American Samoa, and the Freely Associated States.

To authorize the President to award the Medal of Honor to Joseph M. Perez for acts of valor while serving as a member of the Army during the Vietnam War.

To permit the territories of the United States to provide and furnish statues for placement in National Statuary Hall.

To extend the admission to Guam or the Commonwealth of the Northern Mariana Islands for certain nonimmigrant H–2B workers.

To amend title 38, United States Code, to expand eligibility for a presumption of service connection for diseases associated with exposure to certain herbicide agents for certain veterans who served in Guam.

To direct the Secretary of Homeland Security to make grants to the Territory of Guam for the purpose of reimbursing the territory for expenses related to security measures associated with aliens unlawfully entering the Territory, and for other purposes.

To amend the Defense Base Act to exclude Guam.

To amend Public Law 106–504 to allow certain land in Guam to be transferred to previous recorded owners of that land, and for other purposes.
