To authorize the Secretary of Commerce to review and prohibit certain transactions between persons in the United States and foreign adversaries, and for other purposes.

To require the Food and Drug Administration to revoke the approval of one opioid pain medication for each new opioid pain medication approved.

To establish procedures regarding the approval of opioid drugs by the Food and Drug Administration.

To require the Secretary of the Interior and the Secretary of Agriculture to develop long-distance bike trails on Federal recreational lands and waters, and for other purposes.

To allow the Secretary of Health and Human Services to deny approval of a new drug application for an opioid analgesic drug on the basis of such drug not being clinically superior to other commercially available drugs.

To treat certain liquidations of new motor vehicle inventory as qualified liquidations of LIFO inventory for purposes of the Internal Revenue Code of 1986.

To require the Secretary of Energy to establish a Nuclear Fuel Security Program, expand the American Assured Fuel Supply Program, and submit a report on a civil nuclear credit program, and for other purposes.

To designate the Russian-based mercenary Wagner Group as a foreign terrorist organization, and for other purposes.

To establish a procedure for terminating a determination by Surgeon General to suspend certain entries and imports from designated places.

To adjust the effective date for application of certain amendments made with respect to the credit for new clean vehicles.
