To amend the Internal Revenue Code of 1986 to treat transfers of appreciated property to certain tax-exempt organizations the same as transfers of appreciated property to political organizations.

To establish the Proprietary Education Interagency Oversight Committee and to facilitate the disclosure and reporting of information regarding complaints and investigations related to proprietary institutions of higher education eligible to receive Federal education assistance.

To amend the National Voter Registration Act of 1993 to treat United States Citizenship and Immigration Services field offices as voter registration agencies, and for other purposes.

To amend the Immigration and Nationality Act to require the President to set a minimum annual goal for the number of refugees to be admitted, and for other purposes.

To protect individuals who face reprisals for defending human rights and democracy by enhancing the capacity of the United States Government to prevent, mitigate, and respond in such cases, and for other purposes.

To prohibit the use of algorithmic systems to artificially inflate the price or reduce the supply of leased or rented residential dwelling units in the United States.

To increase the rates of pay under the statutory pay systems and for prevailing rate employees by 7.4 percent, and for other purposes.

To amend title 23, United States Code, to require transportation planners to consider projects and strategies to reduce greenhouse gas emissions, and for other purposes.

To amend the Internal Revenue Code of 1986 to enhance the Child and Dependent Care Tax Credit and make the credit fully refundable for certain taxpayers.
