To direct the Secretary of State and the Administrator of the United States Agency for International Development to promulgate regulations to require all implementing partners receiving foreign assistance funds with activities in Afghanistan to submit a report on any payments or withholdings, including for taxes, fees, duties, and utilities, made to the Taliban, state-owned enterprises, or governing institutions in Afghanistan, and for other purposes.

To require the Secretary of Transportation to publish a notice of proposed rulemaking concerning seat belts on school buses, and for other purposes.

To amend the Internal Revenue Code of 1986 to allow a credit against tax for charitable donations to nonprofit organizations providing education scholarships to qualified elementary and secondary students.

To amend the Internal Revenue Code of 1986 to establish a refundable credit for expenses incurred for in vitro fertilization.

To require the Federal Motor Carrier Safety Administration to implement a national employer notification service.

To authorize co-location abroad with United States strategic partner countries.

To amend titles XVIII and XIX of the Social Security Act and title XXVII of the Public Health Service Act to provide no-cost coverage for annual screening mammography beginning at 30 years of age.

To require State agencies to inform recipients of supplemental nutrition assistance program benefits, participants in the WIC program, and recipients of assistance under the TANF program of card skimming, card cloning, and similar fraudulent methods of stealing such benefits or assistance; and for other purposes.

To amend the United Nations Participation Act of 1945 to provide for a prohibition on contributions to the United Nations relating to Israel.

To prohibit the Secretary of Homeland Security from granting parole to certain dangerous aliens, and for other purposes.

To amend title XIX of the Social Security Act to modify certain limitations on disproportionate share hospital payment adjustments under the Medicaid program.

To address the plea agreements for certain individuals detained at Guantanamo, and for other purposes.

To make certain improvements relating to the coordination of efforts to promote internet freedom and access to information in Iran, and for other purposes.

To direct the Administrator of the Transportation Security Administration to update security screening requirements for certain covered air carrier operations.

To amend the Internal Revenue Code of 1986 to provide an income tax credit for fertility treatments.

To amend the Internal Revenue Code of 1986 to increase the rate of the excise tax based on investment income of private colleges and universities and to broaden the definition of applicable educational institution by lowering the threshold with respect to aggregate fair market value per student, and for other purposes.

To amend the Omnibus Crime Control and Safe Streets Act of 1968 to provide education assistance to public safety officers, and for other purposes.

To establish the Precursor Chemical Destruction Initiative to promote bilateral counterdrug interdiction efforts with the governments of specified countries, and for other purposes.

To enhance the preservation, maintenance, and management of national historic trails and national scenic trails, and for other purposes.

To impose sanctions with respect to the system of compensation of the Palestine Liberation Organization and the Palestinian Authority that supports acts of terrorism.
