To prohibit United States contributions to the Intergovernmental Panel on Climate Change, the United Nations Framework Convention on Climate Change, and the Green Climate Fund.

To amend the Defense Production Act of 1950 to require the Committee on Foreign Investment in the United States to determine whether a national security review is needed for reportable agricultural land transactions referred by the Secretary of Agriculture, and for other purposes.

To amend the Sarbanes-Oxley Act of 2002 to specify that the trading prohibition for certain Chinese issuers that retain public accounting firms that have not been subject to inspection by the Public Company Accounting Oversight Board shall apply after 1 year, and for other purposes.

To amend the Controlled Substances Act to list fentanyl-related substances as schedule I controlled substances.
