To require the Secretary of Defense to establish a military training program with the Government of Mexico in the United States, and for other purposes.

To require the Secretary of Energy to conduct a study and submit a report on the greenhouse gas emissions intensity of certain products produced in the United States and in certain foreign countries, and for other purposes.

To require the Director of the Defense Intelligence Agency to conduct a comparative study on the defense budgets of the People's Republic of China and the United States, and for other purposes.

To require the Secretary of Defense to submit a report on overdoses among members of the Armed Forces.

To amend title 38, United States Code, to reauthorize the high technology program of the Department of Veterans Affairs, and for other purposes.

To require the Secretary of Veterans Affairs to publish a rule to implement the requirement that the Secretary be permitted to waive the limitation in law on reimbursement of veterans receiving domiciliary care in State homes.

To authorize administrative absences and travel and transportation allowances for members of the Armed Forces to travel to obtain reproductive health care.

Expressing support for the designation of November 12, 2023, as National Warrior Call Day and recognizing the importance of connecting warriors in the United States to support structures necessary to transition from the battlefield, especially peer-to-peer connection.

Designating June 10, 2023, as Veterans Get Outside Day.

To provide for a system to classify information in the interests of national security and a system to declassify such information, and for other purposes.

To establish the Baltic Security Initiative for the purpose of strengthening the defensive capabilities of the Baltic countries, and for other purposes.
