To amend chapter 31 of title 31, United States Code, to provide procedures for congressional disapproval of the issuance of additional debt.

To amend the Internal Revenue Code of 1986 to establish a refundable child tax credit with monthly advance payment.

To provide the President with authority to enter into a comprehensive trade agreement with the United Kingdom, and for other purposes.

To require the Secretary of Labor to establish a pilot program for providing portable benefits to eligible workers, and for other purposes.

To amend the Horse Protection Act to designate additional unlawful acts under the Act, strengthen penalties for violations of the Act, improve Department of Agriculture enforcement of the Act, and for other purposes.

To amend the Internal Revenue Code of 1986 to establish a system for the taxation of catastrophic risk transfer companies to ensure sufficient capital to cover catastrophic insurance losses, and for other purposes.

To establish an Independent Financial Technology Working Group to Combat Terrorism and Illicit Financing, and for other purposes.

To create protections for financial institutions that provide financial services to State-sanctioned marijuana businesses and service providers for such businesses, and for other purposes.

To require the Securities and Exchange Commission to carry out a study and rulemaking on the definition of the term small entity for purposes of the securities laws, and for other purposes.

To authorize the Secretary of Veterans Affairs to make grants to State and local entities to carry out peer-to-peer mental health programs.

Commending and congratulating the Quinnipiac University men’s hockey team for winning the 2023 National Collegiate Athletic Association Division I Men’s Hockey National Championship.

To provide standards for facilities at which aliens in the custody of the Department of Homeland Security are detained, and for other purposes.

To amend title 28, United States Code, to allow claims against foreign states for unlawful computer intrusion, and for other purposes.

To require full funding of part A of title I of the Elementary and Secondary Education Act of 1965 and the Individuals with Disabilities Education Act.

Commending and congratulating the University of Connecticut Men’s Basketball Team for winning the 2023 NCAA Men’s Basketball Championship.

To amend chapter 44 of title 18, United States Code, to strengthen the background check procedures to be followed before a Federal firearms licensee may transfer a firearm to a person who is not such a licensee.

To protect a person’s ability to determine whether to continue or end a pregnancy, and to protect a health care provider’s ability to provide abortion services.

To direct the Secretary of Health and Human Services to carry out a national project to prevent, diagnose, treat, and cure Parkinson’s, to be known as the National Parkinson’s Project, and for other purposes.

To prohibit the application of certain restrictive eligibility requirements to foreign nongovernmental organizations with respect to the provision of assistance under part I of the Foreign Assistance Act of 1961.

Expressing support for designation of a Welcome Home Vietnam Veterans Day.
