To authorize the Secretary of the Interior, through the Coastal Program of the United States Fish and Wildlife Service, to work with willing partners and provide support to efforts to assess, protect, restore, and enhance important coastal landscapes that provide fish and wildlife habitat on which certain Federal trust species depend, and for other purposes.

To direct the Comptroller General of the United States to conduct a study on the effectiveness of local alerting systems, and for other purposes.

To amend the Education Amendments of 1972 to provide that for purposes of determining compliance with title IX of such Act in athletics, sex shall be recognized based solely on a person’s reproductive biology and genetics at birth.

To enable the people of Puerto Rico to choose a permanent, nonterritorial, fully self-governing political status for Puerto Rico and to provide for a transition to and the implementation of that permanent, nonterritorial, fully self-governing political status, and for other purposes.

To provide for ocean acidification collaborative research grant opportunities.

To amend title 14, United States Code, to make appropriations for Coast Guard pay in the event an appropriations Act expires before the enactment of a new appropriations Act, and for other purposes.

To improve individual assistance provided by the Federal Emergency Management Agency, and for other purposes.

To amend the Public Works and Economic Development Act of 1965 to provide for a high-speed broadband deployment initiative.

To amend PROMESA to include certain ethics provisions to provide for the disqualification of certain advisors to the Financial Oversight and Management Board, and for other purposes.

To require the Secretary of the Interior and the Secretary of Agriculture to develop long-distance bike trails on Federal land.

To amend the DNA Analysis Backlog Elimination Act of 2000 to reauthorize the Debbie Smith DNA Backlog Grant Program, and for other purposes.

To amend titles XVIII and XIX of the Social Security Act to make improvements to the treatment of the United States territories under the Medicare and Medicaid programs, and for other purposes.

To amend title XI of the Social Security Act to eliminate the general Medicaid funding limitations for territories of the United States, and for other purposes.

To impose sanctions on the Supreme Leader of Iran and the President of Iran and their respective offices for human rights abuses and support for terrorism.

To require a study on Holocaust education efforts of States, local educational agencies, and public elementary and secondary schools, and for other purposes.

To modify certain requirements to encourage the recovery of Puerto Rico and the United States Virgin Islands.

To rescue domestic medical manufacturing activity by providing incentives in economically distressed areas of the United States and its possessions.

To amend the Internal Revenue Code of 1986 to exempt from the foreign insurer excise tax certain insurance policies issued by United States territory and possession insurers.

To amend title 49, United States Code, with respect to air cargo in Puerto Rico, and for other purposes.

To establish Fort San Gerónimo del Boquerón in Puerto Rico as an affiliated area of the National Park System, and for other purposes.
