To permit State, local, and Tribal law enforcement agencies that receive eligible Federal grant funds to use such funds for investigating senior financial fraud, pig butchering, and general financial fraud, and to clarify that Federal law enforcement agencies may assist State, local, and Tribal law enforcement agencies in the use of tracing tools for blockchain and related technology, and for other purposes.

To amend the Congressional Budget and Impoundment Control Act of 1974 to require the Congressional Budget Office to provide to Congress information on payments from the Old-Age and Survivors Insurance Trust Fund and the Disability Insurance Trust Fund, and for other purposes.

To amend the Consumer Financial Protection Act of 2010 to clarify standards for UDAAP enforcement actions brought by the Bureau of Consumer Financial Protection, and for other purposes.

To amend the Securities Exchange Act of 1934 to allow for the registration of venture exchanges, and for other purposes.

To impose additional sanctions with respect to Iran and modify other existing sanctions with respect to Iran, and for other purposes.

To amend the Riegle Community Development and Regulatory Improvement Act of 1994 to require the Director of the Community Development Financial Institutions Fund to testify on an annual basis before the Financial Services Committee of the House of Representatives and the Banking, Housing, and Urban Affairs Committee of the Senate.

To amend the Federal Reserve Act to prohibit certain financial service providers who deny fair access to financial services from using taxpayer funded discount window lending programs, and for other purposes.

To amend the Higher Education Act of 1965 to ensure that public institutions of higher education eschew policies that improperly constrain the expressive rights of students, and to ensure that private institutions of higher education are transparent about, and responsible for, their chosen speech policies.
