To amend title 10, United States Code, to expand eligibility to certain military retirees for concurrent receipt of veterans’ disability compensation and retired pay or combat-related special compensation, and for other purposes.

To amend the Outer Continental Shelf Lands Act to permanently prohibit the conduct of offshore drilling on the outer Continental Shelf in the Mid-Atlantic, South Atlantic, North Atlantic, and Straits of Florida planning areas.

To amend title 5, United States Code, to provide that for purposes of computing the annuity of certain law enforcement officers, any hours worked in excess of the limitation applicable to law enforcement premium pay shall be included in such computation, and for other purposes.

Expressing support for the designation of February 28, 2023, as Rare Disease Day.

To direct the President to seek to obtain an agreement between the United States and other countries that have frozen the assets of the Central Bank of the Russian Federation under which parties to the agreement will use such assets to provide for the reconstruction of Ukraine upon cessation of hostilities in Ukraine.

To amend the National Labor Relations Act, the Labor Management Relations Act, 1947, and the Labor-Management Reporting and Disclosure Act of 1959, and for other purposes.

To amend the Public Health Service Act to provide the Secretary of Health and Human Services with the authority to suspend the right to introduce certain persons or property into the United States in the interest of the public health.

Supporting the goals and ideals of National Engineers Week.

Expressing support for the designation of the week of February 27 through March 3, 2023, as Public Schools Week.

To provide incentives for States to recover fraudulently paid Federal and State unemployment compensation, and for other purposes.

To amend the Lobbying Disclosure Act of 1995 to clarify a provision relating to certain contents of registrations under that Act.

Expressing support for the designation of February 18 through February 25, 2023, as National FFA Week, recognizing the important role of the National FFA Organization in developing the next generation of globally conscious leaders who will change the world, and celebrating the 90th anniversary of the iconic FFA jacket.

To clarify that the scope of the National Endowment for the Humanities includes the study of civics and government.

To amend the Richard B. Russell National School Lunch Act to allow schools that participate in the school lunch program under such Act to serve whole milk.

To amend title 38, United States Code, to reinstate penalties for persons charging veterans unauthorized fees relating to claims for benefits under the laws administered by the Secretary of Veterans Affairs, and for other purposes.

To implement certain recommendations to promote the inclusion of pregnant and lactating women in clinical research, and for other purposes.

To amend the DNA Analysis Backlog Elimination Act of 2000 to reauthorize the Debbie Smith DNA Backlog Grant Program, and for other purposes.

To amend title 38, United States Code, to improve and to expand eligibility for dependency and indemnity compensation paid to certain survivors of certain veterans, and for other purposes.

To amend title 10, United States Code, to improve dependent coverage under the TRICARE Young Adult Program.

Expressing support for the designation of February 16, 2023, as International Black Aviation Professionals Day.
