A bill to amend title 49, United States Code, to clarify the authority of the Administrator of the Federal Motor Carrier Safety Administration relating to the shipping of household goods, and for other purposes.

To direct the Federal Communications Commission to publish a list of entities that hold authorizations, licenses, or other grants of authority issued by the Commission and that have certain foreign ownership, and for other purposes.

To improve the transparency of Amtrak operations, and for other purposes.

To require the Secretary of Transportation to issue rules relating to the testing procedures used under the New Car Assessment Program of the National Highway Traffic Safety Administration, and for other purposes.

To ensure that the National Advisory Council on Indian Education includes at least 1 member who is the president of a Tribal College or University.

To amend title XVIII of the Social Security Act to waive certain distance requirements for certain hospitals electing to be designated as critical access hospitals.

To provide for the conveyance of certain Federal land at Swanson Reservoir and Hugh Butler Reservoir in the State of Nebraska, and for other purposes.

To implement the recommendations of the final report of the Congressional Commission on the Strategic Posture of the United States, and for other purposes.

To amend the Internal Revenue Code of 1986 to enhance the paid family and medical leave credit, and for other purposes.

To transfer administrative jurisdiction of certain Federal lands from the Army Corps of Engineers to the Bureau of Indian Affairs, to take such lands into trust for the Winnebago Tribe of Nebraska, and for other purposes.

To amend the Clean Air Act with respect to the ethanol waiver for Reid Vapor Pressure under that Act, and for other purposes.

To amend the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to require the Secretary of Agriculture to enter into cooperative agreements relating to drought prevention, preparedness, response, and mitigation, and for other purposes.

To amend the Rural Electrification Act of 1936 to establish a last acre program, and for other purposes.

To establish an interactive online dashboard to improve public access to information about grant funding related to mental health and substance use disorder programs.

To establish a national motor carrier safety selection standard for entities that contract with certain motor carriers to transport goods, and for other purposes.

To permanently exempt payments made from the Railroad Unemployment Insurance Account from sequestration under the Balanced Budget and Emergency Deficit Control Act of 1985.

To transfer unobligated balances made available for COVID–19 emergency response and relief to the Federal Communications Commission to enable the Commission to carry out the Secure and Trusted Communications Networks Reimbursement Program.

To provide authorization for nonpecuniary damages in an action resulting from a cruise ship voyage occurring on the high seas.

To leverage incentives for the adoption of precision agriculture equipment and technology, and for other purposes.

To amend the Food, Conservation, and Energy Act of 2008 to establish a precision agriculture loan program, and for other purposes.
