To establish in the Bureau of Democracy, Human Rights, and Labor of the Department of State a Special Envoy for the Human Rights of LGBTQI+ Peoples, and for other purposes.

To prohibit the application of certain restrictive eligibility requirements to foreign nongovernmental organizations with respect to the provision of assistance under part I of the Foreign Assistance Act of 1961.

To amend title 18, United States Code, to require affirmative consent from the governing body of certain Indian Tribes for jurisdiction to be conferred on the State of Kansas over offenses committed on the reservations of such Indian Tribes, and for other purposes.

Expressing the need for the Federal Government to establish a national biodiversity strategy for protecting biodiversity for current and future generations.

To require Federal law enforcement agencies to report on cases of missing or murdered Indians, and for other purposes.

To amend the National Labor Relations Act, the Labor Management Relations Act, 1947, and the Labor-Management Reporting and Disclosure Act of 1959, and for other purposes.
