Expressing the sense of the Senate that member countries of NATO must commit at least 2 percent of their national gross domestic product to national defense spending to hold leadership or benefit at the expense of those counties who meet their obligations.

To amend title 38, United States Code, to prohibit the Secretary of Veterans Affairs from transmitting certain information to the Department of Justice for use by the national instant criminal background check system.

To establish a Wildfire Intelligence Center, and for other purposes.

To amend chapter 8 of title 5, United States Code, to provide that major rules of the executive branch shall have no force or effect unless a joint resolution of approval is enacted into law.
