To amend the Internal Revenue Code of 1986 to make advanced nuclear facilities eligible for the qualifying advanced energy project credit.

To prohibit the use of Federal funds for implementing or administering any provision of the memorandum of understanding reached between the Secretary of Energy and the Chinese Academy of Sciences.

To amend the Internal Revenue Code of 1986 to provide special rules for casualty losses incurred by reason of Hurricane Ian, Hurricane Nicole, and Hurricane Fiona.

To require a report from the Secretary of Homeland Security on the existence of programs and components of the Department of Homeland Security that are not explicitly authorized in statute.

To prohibit the Secretary of Labor from constraining the range or type of investments that may be offered to participants and beneficiaries of individual retirement accounts who exercise control over the assets in such accounts.

To impose sanctions with respect to foreign persons that engage in certain transactions relating to Cuba and to impose sanctions with respect to human rights abuse and corruption in Cuba, and for other purposes.

To require the Nuclear Regulatory Commission to distribute an optional and anonymous survey to certain Commission employees to ultimately find solutions to improve the efficiency and effectiveness of the Commission, and for other purposes.

Expressing the sense of the House of Representatives that the United States should support the expansion of domestic nuclear energy and advanced nuclear technology as a viable source of power in order to promote United States nuclear energy leadership and global energy independence.

To require the President develop a national strategy for utilizing microreactors to assist with natural disaster response efforts, and for other purposes.

To amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act to include algal blooms in the definition of a major disaster, and for other purposes.

To amend the Nuclear Energy Innovation and Modernization Act to assist small businesses that seek to engage in the research, development, and deployment of advanced nuclear reactors by delaying onerous licensing fees, and for other purposes.

To authorize the Administrator of the Environmental Protection Agency to award grants and contracts for projects that use emerging technologies to address threats to water quality, and for other purposes.

Amending the Rules of the House of Representatives to require the chair of a committee or subcommittee to recognize members at a meeting of the committee or subcommittee in the order in which they seek recognition.

Amending the Rules of the House of Representatives to prohibit the consideration of bills and resolutions whose titles do not adequately express their contents.

Amending the Rules of the House of Representatives to prohibit in any bill, joint resolution, or conference report appropriating funds for relief and emergency assistance in response to major disasters the inclusion of any provision which appropriates or otherwise makes available funds for any other purpose.

Amending the Rules of the House of Representatives to prohibit remote voting in meetings of committees and subcommittees and to require the chair of a committee or subcommittee to recognize members at a meeting of the committee or subcommittee in the order in which they seek recognition.

To amend title 31, United States Code, to modernize the research, development, information sharing, and acquisition process of the Financial Crimes Enforcement Network, and for other purposes.
