To expedite under the National Environmental Policy Act of 1969 and improve forest management activities on National Forest System lands, on public lands under the jurisdiction of the Bureau of Land Management, and on Tribal lands to return resilience to overgrown, fire-prone forested lands, and for other purposes.

To amend the Public Health Service Act to ensure area career and technical education schools are eligible for mental health and substance use disorder service grants.

Expressing support for designation of the week of September 15 through 21, 2024, as National Adult Education and Family Literacy Week.

To ensure that Federal work-study funding is available for students enrolled in residency programs for teachers, principals, or school leaders, and for other purposes.

To amend the Public Health Service Act to provide for the designation of institutions of higher education as Centers of Excellence in Cannabis Research, and for other purposes.

To amend the Agricultural Research, Extension, and Education Reform Act of 1998 to direct the Secretary of Agriculture to establish a program under which the Secretary will award competitive grants to eligible entities for the purpose of establishing and enhancing farming and ranching opportunities for veterans.

To authorize the Secretary of Education to award grants to create evidence-based student success programs designed to increase participation, retention, and completion rates of high-need students.

To require institutions of higher education participating in Federal student aid programs to share information about title VI of the Civil Rights Act of 1964, including a link to the webpage of the Office for Civil Rights where an individual can submit a complaint regarding discrimination in violation of such title, and for other purposes.

To establish a commission to study the potential transfer of the Weitzman National Museum of American Jewish History to the Smithsonian Institution, and for other purposes.

To amend the Higher Education Act of 1965 to require institutions of higher education to adopt and adhere to principles of free speech, and for other purposes.

To require the Administrator of the Federal Aviation Administration to initiate a Call to Action safety review of airport ramp worker safety, and for other purposes.

To direct the Secretary of Education, in coordination with the Secretary of Health and Human Services, to award competitive grants to eligible partnerships to establish, expand, or support career and technical education programs of study in early childhood education.

To establish the Truth and Healing Commission on Indian Boarding School Policies in the United States, and for other purposes.

Recognizing the importance and contributions of National Board Certified Teachers.

Expressing support for the designation of the week of January 21 through January 27, 2024, as National School Choice Week.

To lower the cost of postsecondary education for students and families.

Condemning the support of Hamas, Hezbollah, and other terrorist organizations at institutions of higher education, which may lead to the creation of a hostile environment for Jewish students, faculty, and staff.

To amend the Higher Education Act of 1965 to require additional information in disclosures of foreign gifts and contracts from foreign sources, restrict contracts with certain foreign entities and foreign countries of concern, require certain staff and faculty to report foreign gifts and contracts, and require disclosure of certain foreign investments within endowments.

To establish education partnership programs between public schools and public health agencies to prevent the misuse and overdose of synthetic opioids by youth, and for other purposes.

To amend the Elementary and Secondary Education Act of 1965 to clarify that the prohibition on the use of Federal education funds for certain weapons does not apply to the use of such weapons for training in archery, hunting, or other shooting sports.
