To amend the Internal Revenue Code of 1986 to repeal the temporary limitation on personal casualty losses.

To amend the National Voter Registration Act of 1993 to permit a State to include as part of the mail voter registration form a requirement that applicants provide proof of citizenship, and for other purposes.

To direct the Secretary of Health and Human Services, acting through the Commissioner of Food and Drugs, to issue guidance on considerations for conducting clinical trials for psychedelic assisted therapy.

To amend the Immigration and Nationality Act to increase penalties for individuals who illegally reenter the United States after being removed, and for other purposes.

To prohibit the Secretary of Energy from changing energy conservation standards for distribution transformers for a certain period, and for other purposes.

To prohibit the Secretary of Energy from finalizing, implementing, or enforcing the proposed rule titled Energy Conservation Program: Energy Conservation Standards for Consumer Conventional Cooking Products, and for other purposes.

To authorize funding for a bilateral cooperative program with Israel for the development of health technologies.

To amend title III of the Public Health Service Act to reauthorize the program of payments to children’s hospitals that operate graduate medical education programs, and for other purposes.

To facilitate direct primary care arrangements under Medicaid.

To establish a program at BARDA for developing medical countermeasures for viral threats with pandemic potential.

To amend title X of the Public Health Service Act to prohibit funds under such title from being used for any system through which counseling or referrals are provided to individuals regarding abortion services.

To amend the Federal Food, Drug, and Cosmetic Act to expand the types of devices for which required labeling may be made available solely by electronic means.

To direct the Secretary of Defense to establish a grant program for using psychedelic substances to treat certain conditions, and for other purposes.

To amend title 5, United States Code, to prohibit investments under the Thrift Savings Plan in certain mutual funds that make investment decisions based primarily on environmental, social, or governance criteria, and for other purposes.

To streamline Federal, State, and local permitting and regulatory reviews to expedite the deployment of communications facilities, and for other purposes.

To amend the Safe Drinking Water Act to clarify the requisite timeline for making a decision on the approval or disapproval of a State underground injection control program, and for other purposes.

To prohibit Federal funding of State firearm ownership databases, and for other purposes.

To amend title 38, United States Code, to expand access to the Veterans Community Care Program of the Department of Veterans Affairs to include certain veterans seeking mental health or substance-use services, and for other purposes.

To require the Comptroller General of the United States to submit reports to Congress on theft of mail and United States Postal Service property, and for other purposes.
