To amend the Internal Revenue Code of 1986 to provide tax credits for carriage of independent programmers by certain multichannel video programming distributors.

To address and take action to prevent bullying and harassment of students.

To require the Secretary of Health and Human Services to establish a task force to improve access to health care information technology for non-English speakers.

To designate the United States courthouse located at 350 W. 1st Street, Los Angeles, California, as the Felicitas and Gonzalo Mendez United States Courthouse.

To provide incentives to physicians to practice in rural and medically underserved communities, and for other purposes.

To amend the Public Health Service Act to provide for a behavioral and mental health outreach and education strategy to reduce stigma associated with mental health among the Hispanic and Latino population, and for other purposes.

To amend title 18, United States Code, to account for the age of certain juvenile offenders and to amend title IV of the Social Security Act to allow the Secretary of Health and Human Services to award competitive grants to enhance collaboration between State child welfare and juvenile justice systems, and for other purposes.
