To deny pretrial release for certain individuals, and for other purposes.

To provide that no Federal funds may be obligated or expended to award a grant or contract to an institution of higher education for the specific purposes of conducting fundamental research in collaboration with a covered entity.

To limit youth offender status in the District of Columbia to individuals 18 years of age or younger, to direct the Attorney General for the District of Columbia to establish and operate a publicly accessible website containing updated statistics on juvenile crime in the District of Columbia, to amend the District of Columbia Home Rule Act to prohibit the Council of the District of Columbia from enacting changes to existing criminal liability sentences, and for other purposes.

Designating August 16, 2025, as National Airborne Day.

To prohibit individuals who are not citizens of the United States from voting in elections in the District of Columbia and to repeal the Local Resident Voting Rights Amendment Act of 2022.

To amend the Arms Export Control Act to address arms export controls for certain unmanned aircraft systems and items, and for other purposes.

To require the Secretary of Health and Human Services to conduct a study on the impacts of arsenic, cadmium, mercury, and lead in infant formula on infant health and establish standards for regulating the content of such substances in infant formula.

To authorize appropriations for fiscal year 2026 for intelligence and intelligence-related activities of the United States Government, the Intelligence Community Management Account, and the Central Intelligence Agency Retirement and Disability System, and for other purposes.

To amend section 301 of the Immigration and Nationality Act to clarify those classes of individuals born in the United States who are not nationals or citizens of the United States at birth.

To amend title 18, United States Code, relating to sentencing of armed career criminals.

To exempt the Department of Defense from certain environmental protection activities.
