To require the United States Trade Representative to regularly monitor industrial subsidies provided by the Government of the People’s Republic of China and submit a report on the risks posed by those subsidies, and for other purposes.

To amend the Internal Revenue Code of 1986 to provide a credit for re-enrollment provisions in retirement plans of small employers.

To amend the Internal Revenue Code of 1986 and the Small Business Act to expand the availability of employee stock ownership plans in S corporations, and for other purposes.
