To amend the Healthy Forests Restoration Act of 2003 with respect to third-party contracts for wildfire hazard fuel removal, to amend the National Forest Management Act with respect to the threshold for advertised timber sales, and for other purposes.

To provide technical assistance to improve infrastructure in foreign markets for United States agricultural commodities.

To direct the Secretary of Agriculture to carry out a program to award grants to eligible entities to carry out projects with the potential to reduce or sequester greenhouse emissions that convert and valorize tree nut harvest by-products into multiple higher value biocarbon products, and for other purposes.

To amend the Immigration and Nationality Act to provide for terms and conditions for nonimmigrant workers performing agricultural labor or services, and for other purposes.

To amend the Federal Crop Insurance Act to require the Federal Crop Insurance Corporation to carry out research and development regarding a policy to insure wine grapes against losses due to smoke exposure, and for other purposes.

To amend the Food, Agriculture, Conservation, and Trade Act of 1990 to include spotted lanternfly control research and development as high-priority research and extension initiative, and for other purposes.

To direct the Secretary of Agriculture to select and implement landscape-scale forest restoration projects, to assist communities in increasing their resilience to wildfire, and for other purposes.
