Making continuing appropriations for fiscal year 2024, and for other purposes.

To ensure continuity of pay and allowances for members of the Armed Forces in the event of a lapse in appropriations.

To amend the John S. McCain National Defense Authorization Act for Fiscal Year 2019 to improve the John S. McCain strategic defense fellows program.

To amend title 10, United States Code, to transfer the authority to operate certain transient housing of the Department of Defense to the Assistant Secretary of Defense for Energy, Installations, and Environment.

To require the Secretary of Defense to amend the Department of Defense Supplement to the Federal Acquisition Regulation to include consideration of past performance of affiliates of small business concerns, and for other purposes.

To direct the Secretary of the Air Force to develop a plan for the recapitalization of fighter squadrons of the Air National Guard and the Air Force Reserve and to limit modifications to the flying missions of such squadrons until such plan is complete.

To direct the Secretary of the Air Force to develop a force design for the Air Force and Space Force.

To direct the Secretary of Defense to develop a plan to equip and train Iraqi security forces and Kurdish Peshmerga forces, and for other purposes.

To direct the Secretary of Defense to enter into an agreement with a university affiliated research center to conduct research and analysis on multipolar deterrence and escalation dynamics.

To direct the Secretary of Defense to conduct a study, and submit to Congress a report, on the defense of Department of Defense facilities and forces in the European and Indo-Pacific regions from missile and air attack.

To direct the Secretary of Defense to carry out a pilot program under which the Secretary enters into a contract for the calculation, using industry standard machine learning and artificial intelligence algorithms, of the monthly rates of basic allowance for housing for certain military housing areas, and for other purposes.

To require the Secretary of Defense to use, transfer, or donate all excess construction materials intended for the wall on the southwest border of the United States that are being stored by the Department of Defense, and for other purposes.

To amend title 10, United States Code, to authorize the Secretary of the Air Force to designate certain separated members of the Air Force as honorary separated members of the Space Force.

To provide for a study by the National Academies of Sciences, Engineering, and Medicine on the prevalence and mortality of cancer among individuals who served as active duty aircrew in the Armed Forces, and for other purposes.

To amend the National Defense Authorization Act for Fiscal Year 2020, to make improvements relating to cooperation between the United States and Israel to counter unmanned aerial systems, and for other purposes.

To require a review of women and lung cancer, and for other purposes.

To amend title 38, United States Code, to establish presumptions of service connection for diseases associated with firefighting.

To support and strengthen the fighter aircraft capabilities of the Air Force, and for other purposes.

To amend the Combat-Injured Veterans Tax Fairness Act of 2016 to apply to members of the Coast Guard when the Coast Guard is not operating as a service in the Department of the Navy, and for other purposes.

To protect law enforcement officers, and for other purposes.
