To withhold Federal funding from any college or university that employs illegal aliens on campus.

To award grants to local educational agencies to operate after school programs in certain areas with a high rate of juvenile crime.

To render State or local governments with certain bail and pretrial detention policies ineligible to receive funds under the Edward Byrne Memorial Justice Assistance Grant Program.
