To provide economic empowerment opportunities in the United States through the modernization of public housing, and for other purposes.

To amend the Internal Revenue Code of 1986 to provide for a first-time homebuyer credit, and for other purposes.

To establish a pilot program to provide an add-on payment to certain plans offering benefits designed to address the needs of dual-eligible individuals related to social determinants of health, and to provide administrative flexibility to improve integration for certain dual-eligible individuals.

To amend title 23, United States Code, to direct the Secretary of Transportation to establish a grant program to facilitate electric bicycle sharing services for disadvantaged communities.

To amend the Foreign Intelligence Surveillance Act of 1978 to reform certain authorities and to provide greater transparency and oversight.

To amend the Omnibus Public Land Management Act of 2009 to establish within the Mount Hood National Forest in the State of Oregon Indian Treaty Resources Emphasis Zones, and for other purposes.

To amend the Grand Ronde Reservation Act, and for other purposes.

To ensure that the United States diplomatic workforce at all levels reflects the diverse composition of the United States, and for other purposes.

To address and take action to prevent bullying and harassment of students.

To provide employees with a minimum of two consecutive hours of paid leave in order to vote in Federal elections.

To amend the Intelligence Reform and Terrorism Prevention Act of 2004 to limit the consideration or marihuana use when making a security clearance or employment suitability determination, and for other purposes.

To direct the Administrator of the Federal Emergency Management Agency to issue guidance on extreme temperature events and resilience goals, and for other purposes.
