To amend title 54, United States Code, to prohibit the acquisition of land, water, or an interest in land or water from a private landowner using amounts made available under the Land and Water Conservation Fund.

To prohibit the implementation of a Land Protection Plan for Muleshoe National Wildlife Refuge.

To direct the Secretary of Defense to provide to Congress a briefing on any instance of an attempted breach of certain military installations.

To direct the Secretary of the Army to provide an annual briefing regarding the accountability of an Army commander to ensure the welfare of personnel under the jurisdiction of such commander.

To name the Department of Veterans Affairs community-based outpatient clinic in Lubbock, Texas, as the General Bernie Mittemeyer VA Clinic.

To amend title 10, United States Code, to ensure that medical records of the Department of Defense indicate the organizational affiliation of certain health care providers.

To prohibit the Department of Defense from transporting Palestinian refugees to the United States.

To make ineligible for asylum any alien who commits certain actions against the National Guard, and for other purposes.

To amend the Internal Revenue Code of 1986 to treat amounts paid for private umbilical cord blood, or umbilical cord tissue, banking services as medical care expenses.

To require the annual budget submission of the President to Congress and the annual concurrent resolution on the budget provide an estimate of certain additional information per each taxpayer, and for other purposes.

To amend title XVIII of the Social Security Act to modify the criteria for designation of rural emergency hospitals.

To amend the Internal Revenue Code of 1986 to reduce the rate of tax on estates, gifts, and generation-skipping transfers.

To amend title XVIII of the Social Security Act to ensure implementation of real-time benefit tools under part D of the Medicare program.

To amend part A of title IV of the Social Security Act to measure improper payments and establish goals for eliminating fraud and improper payments under the program of block grants to States for temporary assistance for needy families, and for other purposes.
