Section 1
1. Short title This Act may be cited as the Defund the CCP On Campus Act of 2023.
Section 2
2. Prohibition on funding for a Confucius Institute No Federal funds may be made available to any institution of higher education that— provides funds to a Confucius Institute or to an entity that funds such an Institute; or has a Confucius Institute. Not later than 6 months after the date of enactment of this Act, the Secretary of Education shall submit to Congress the results of a study that reviews, for the preceding 10-year period— the number of institutions of higher education that have funded or provided funds to an entity that has funded a Confucius Institute; and the number of institutions of higher education at which a Confucius Institute has operated. In this Act: The term Confucius Institute means a public educational and cultural promotion program funded and arranged by a government-organized group under the Ministry of Education of the People’s Republic of China. The term institution of higher education has the meaning given the term in section 102 of the Higher Education Act of 1965 (20 U.S.C. 1002), except that such term does not include institutions of higher education described in subsection (a)(1)(C) of such section 102.
