To amend the Higher Education Act of 1965 to ensure that public institutions of higher education eschew policies that improperly constrain the expressive rights of students, and to ensure that private institutions of higher education are transparent about, and responsible for, their chosen speech policies.

To prohibit the use of Federal funds for implementing or administering any provision of the memorandum of understanding reached between the Secretary of Energy and the Chinese Academy of Sciences.

To counter the spread of the LOGINK logistics information platform, and for other purposes.

To amend the Internal Revenue Code of 1986 to require the Bureau of Alcohol, Tobacco, Firearms, and Explosives to establish an administrative relief process for individuals whose applications for transfer and registration of a firearm were denied, and for other purposes.

To amend the Controlled Substances Act to list fentanyl-related substances as schedule I controlled substances.

To amend the Mineral Leasing Act to clarify the effect of a pending civil action on the processing of an application for a permit to drill, to require courts to remand lease sale Environmental Impact Statements to agencies to remedy when necessary, and to establish a term limit for permits to drill.

To simplify the grant process for nonurbanized areas, and for other purposes.

To clarify protections related to sex and sex-segregated spaces and to activities under title IX of the Education Amendments of 1972.

To limit donations made pursuant to settlement agreements to which the United States is a party, and for other purposes.

To require the Secretary of the Interior to reissue regulations removing the gray wolf from the list of endangered and threatened wildlife under the Endangered Species Act of 1973.

To improve the collection of intelligence regarding activities by drug trafficking organizations in certain foreign countries.

To prohibit United States contributions to the United Nations International Organization for Migration (IOM), the United Nations High Commissioner for Refugees (UNHCR), and the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), and for other purposes.

To prevent class-based loan forgiveness for Federal student loans under title IV of the Higher Education Act of 1965 without the explicit appropriation of funds by Congress for such purpose.

To amend title 5, United States Code, to clarify the nature of judicial review of agency interpretations of statutory and regulatory provisions.

To amend chapter 8 of title 5, United States Code, to provide that major rules of the executive branch shall have no force or effect unless a joint resolution of approval is enacted into law.

To amend the Omnibus Crime Control and Safe Streets Act to direct district attorney and prosecutors offices to report to the Attorney General, and for other purposes.

To amend title 18, United States Code, to prohibit abortion in cases where a fetal heartbeat is detectable.
