To provide for a limitation on availability of funds for U.S. Department of Interior, US Fish and Wildlife Service, North American Wetlands Conservation Fund for fiscal year 2024.

To reserve any amounts forfeited to the United States Government as a result of the criminal prosecution of Joaquin Archivaldo Guzman Loera (commonly known as El Chapo), or of other felony convictions involving the transportation of controlled substances into the United States, for security measures along the Southern border, including the completion of a border wall.

Of inquiry requesting the President and directing the Secretary of Defense and Secretary of State to transmit, respectively, certain documents to the House of Representatives relating to congressionally appropriated funds to the nation of Ukraine from January 20, 2021 to February 24, 2023.

To prohibit the President from issuing moratoria on leasing and permitting energy and minerals on certain Federal land.

To reimburse the States for border security expenses, and for other purposes.
