To prohibit the United States from collaborating with certain foreign countries of concern on fundamental research intended to support the military, intelligence, or security capabilities of the United States, to strengthen the security and integrity of the United States scientific and research enterprise, and for other purposes.

To provide that individuals convicted of certain crimes relating to institutions of higher education are ineligible for Federal student financial assistance under title IV of the Higher Education Act of 1965, and for other purposes.

To amend the Higher Education Act of 1965 to require additional information in disclosures of foreign gifts and contracts from foreign sources, restrict contracts with certain foreign entities and foreign countries of concern, require certain staff and faculty to report foreign gifts and contracts, and require disclosure of certain foreign investments within endowments.

Expressing support for the designation of October 1 through October 7, 2023, as National 4–H Week.

Designating the week beginning October 15, 2023, as National Character Counts Week.

Supporting the designation of September 21, 2023, as National Teach Ag Day and celebrating 75 years of the National Association of Agricultural Educators.

To clarify that section 8526(7) of the Elementary and Secondary Education Act of 1965 does not apply with respect to the use of funds for sports clubs, teams, training, or related activities provided for students.

To expand and strengthen the Abraham Accords and the Negev Forum, and for other purposes.
