1. Anti-lock brake system and electronic stability control kit for certain Army vehicles By not later than September 30, 2033, the Secretary of the Army shall ensure that all high-mobility multipurpose wheeled vehicles of the Army are equipped with an anti-lock brake system and electronic stability control kit. Not later than 90 days after the date of the enactment of this Act, the Secretary of the Army shall submit to the congressional defense committees a plan to carry out subsection (a). The plan required under paragraph (1) shall include each of the following: A description of the steps required to increase production of anti-lock brake systems and electronic stability control kits and retrofit high-mobility multipurpose wheeled vehicles at Red River Army Depot, Texas, and its associated flyaway teams. An identification of any challenges to meeting the requirement under subsection (a) and a list of steps required to address those challenges. An estimated monthly rate of retrofits needed to meet the requirement under subsection (a). A funding plan for carrying out the steps referred to in subparagraphs (A) and (B). An identification of any authorities or funding required for any secondary destination transportation necessary to carry out the plan. Not later than each of March 1, 2025, March 1, 2026, and March 1, 2027, the Secretary of the Army shall certify to the congressional defense committees that the budget of the Army will enable the Army to meet the requirement under subsection (a). In this section, the term congressional defense committees has the meaning given that term in section 101(a)(16) of title 10, United States Code.
