Section 1
1. Short title This Act may be cited as the Guaranteeing Resilient Installations for Defense Act of 2024 or the GRID Act of 2024.
Section 2
2. Defense critical energy infrastructure security Section 215A of the Federal Power Act (16 U.S.C. 824o–1) is amended— in subsection (a)— in paragraph (4), by striking of the 48 contiguous States or the District of Columbia and inserting State; by redesignating paragraph (8) as paragraph (9); and by inserting after paragraph (7) the following: The term resilience has the meaning given the term in section 1304A(j) of the Energy Independence and Security Act of 2007 (42 U.S.C. 17384a(j)). in subsection (c), in the matter preceding paragraph (1), by striking the 48 contiguous States and the District of Columbia and inserting any State; and by adding at the end the following: The Secretary may, to the extent that funds are made available for such purposes in advance in appropriations Acts, enter into contracts or cooperative agreements with external providers of energy— to improve the security and resilience of defense critical electric infrastructure; and to reduce the vulnerability of critical defense facilities designated under subsection (c) to the disruption of the supply of energy to those facilities. (8)ResilienceThe term resilience has the meaning given the term in section 1304A(j) of the Energy Independence and Security Act of 2007 (42 U.S.C. 17384a(j)).; (g)Authority To address vulnerabilitiesThe Secretary may, to the extent that funds are made available for such purposes in advance in appropriations Acts, enter into contracts or cooperative agreements with external providers of energy—(1)to improve the security and resilience of defense critical electric infrastructure; and (2)to reduce the vulnerability of critical defense facilities designated under subsection (c) to the disruption of the supply of energy to those facilities..
