What This Bill Does

The reported EMPOWER for Health Act renews a range of Public Health Service Act title VII workforce authorities for fiscal years 2027 through 2031 and sets updated annual authorization levels. The covered programs include health-professions training, primary care, geriatrics, behavioral health, diversity initiatives, workforce analysis, and pediatric specialty support; the pediatric workforce section receives $10 million annually, available until expended. The bill broadens the pediatric specialty service program so qualifying professionals may serve underserved pediatric populations or shortage areas and allows the Secretary to recognize additional pediatric mental or behavioral health disciplines. For contracted pediatric professionals, HHS must consult professional and service-site organizations and set full-time rules requiring at least half of annual service hours in direct clinical care while accounting for fellows' research and teaching. The Secretary may establish liquidated damages for breach, but good-faith completion of the years for which payments were made is not by itself a breach, and contracts may be terminated using the referenced federal service-program process. The workforce-analysis program may reserve at least one award for an experienced nursing-workforce entity and may support nursing supply, demand, education, shortage strategies, rapid research, technical assistance, training, and a public resource repository.
