Section 1
1. Short title This Act may be cited as the Medicare Organization Report Enhancing (MORE) Summaries Act.
Section 2
2. Increasing the frequency of summary notices provided to Medicare beneficiaries Section 1115A of the Social Security Act (42 U.S.C. 1315a) is amended— in subsection (b)(2)(A), by adding at the end the following new sentence: “The models selected under this subparagraph shall include the testing of the model described in subsection (h).”; and by adding at the end the following new subsection: Not later than 2 years after the date of enactment of this subsection, the Secretary shall establish and implement a model under which— the frequency of the explanation of Medicare benefits under section 1806(a) that is provided to individuals for whom payment is made under title XVIII is increased, either by mail or virtually; and the Secretary annually performs usability testing to ensure that individuals for whom payment is made under title XVIII understand how to identify fraud based on the information provided in the explanation of Medicare benefits provided to such individuals under section 1806(a). In addition to the report required by subsection (g), not later than 1 year after the date of enactment of this subsection, the Secretary shall submit a report to Congress on the progress of the model in paragraph (1) and how such model will increase the frequency of the explanation of benefits in a timely manner.
