Section 1
1. Short title This Act may be cited as the Conscience Protections for Medical Residents Act.

2. Prohibiting approved medical residency training programs under the Medicare program from requiring opt-out abortion training Section 1886(h)(5)(A) of the Social Security Act (42 U.S.C. 1395ww(h)(5)(A)) is amended by adding at the end the following new sentence: Beginning on the date of enactment of the Conscience Protections for Medical Residents Act, such term does not include any such residency or other postgraduate medical training program that provides training in the performance of, or assisting in the performance of, induced abortions, or in counseling or referrals for such abortions, if such program— provides or requires such training for any participant in such program without the participant first voluntarily electing to opt-in to undergo such training; or subjects any participant in such program to discrimination on the basis that the participant does not— voluntarily elect to opt-in to undergo such training; or perform, assist in the performance of, or provide counseling or referrals for, such abortions. Beginning on the date of enactment of the Conscience Protections for Medical Residents Act, such term does not include any such residency or other postgraduate medical training program that provides training in the performance of, or assisting in the performance of, induced abortions, or in counseling or referrals for such abortions, if such program—(i)provides or requires such training for any participant in such program without the participant first voluntarily electing to opt-in to undergo such training; or(ii)subjects any participant in such program to discrimination on the basis that the participant does not—(I)voluntarily elect to opt-in to undergo such training; or(II)perform, assist in the performance of, or provide counseling or referrals for, such abortions..
