Section 1
1. Short title This Act may be cited as the Preempting Misguided Appeasement and Financing of Destabilizing Regimes Act of 2023.

2. Prohibition on importation of crude oil, petroleum, petroleum products, and liquefied natural gas from Venezuela and Iran Congress makes the following findings: Article XXI of the General Agreement on Tariffs and Trade provides for security exceptions to the rules of the World Trade Organization to allow a member of the World Trade Organization to take actions necessary for the protection of its essential security interests during time of war or other emergency in international relations or to prevent any contracting party from taking any action in pursuance of its obligations under the United Nations Charter for the maintenance of international peace and security. The actions of the Bolivarian Republic of Venezuela and the Islamic Republic of Iran to finance and facilitate the participation of foreign terrorist organizations in ongoing conflicts and illicit activities, in a manner that is detrimental to the security interests of the United States, warrants taking action under that Article. The importation of crude oil, petroleum, petroleum products, and liquefied natural gas from Venezuela and Iran is prohibited. The prohibition under subsection (b) does not apply with respect to crude oil, petroleum, petroleum products, or liquefied natural gas seized by the United States Government for violations of sanctions imposed by the United States. The prohibition under subsection (b) applies with respect to articles entered, or withdrawn from warehouse for consumption, on or after the date that is 15 days after the date of the enactment of this Act.
