1. Short title This Act may be cited as the Stop Sycophants in Government Act of 2025.

2. Prohibition on political loyalty tests In this section: The term employee— has the meaning given the term in section 2105 of title 5, United States Code; and includes— any individual serving in a position for which appointment is made by the President, by and with the advice and consent of the Senate, including an individual serving as the head of an Executive department; an employee of the United States Postal Service; and an employee of the Postal Regulatory Commission. The term Executive department has the meaning given the term in section 101 of title 5, United States Code. No Federal official, including the President, may administer a political loyalty test to any employee or with respect to any position as an employee, including— as a condition of employment as an employee; or as part of— the application process for a position as an employee; the process of appointing an employee; the decision whether to promote an employee; or any contract renewal process with respect to an employee.
