1. Short title This Act may be cited as the Focus on the Mission Act of 2023.

2. Prohibition on requiring defense contractors to provide information relating to greenhouse gas emissions In this Act: The term greenhouse gas means— carbon dioxide; methane; nitrous oxide; nitrogen trifluoride; hydrofluorocarbons; perfluorcarbons; or sulfur hexafluoride. The term greenhouse gas inventory means a quantified list of an entity’s annual greenhouse gas emissions. The term Scope 1 emissions means direct greenhouse gas emissions from sources that are owned or controlled by the reporting entity. The term Scope 2 emissions means indirect greenhouse gas emissions associated with the generation of electricity, heating and cooling, or steam, when these are purchased or acquired for the reporting entity’s own consumption but occur at sources owned or controlled by another entity. The term Scope 3 emissions means greenhouse gas emissions, other than those that are Scope 2 emissions, that are a consequence of the operations of the reporting entity but occur at sources other than those owned or controlled by the entity. The Secretary of Defense may not require the recipient of a Federal contract to provide a greenhouse gas inventory or to provide any other report on greenhouse gas emissions, including Scope 1 emissions, Scope 2 emissions, or Scope 3 emissions.
