Section 1
1. Short title This Act may be cited as the Permitting Transparency and Accountability Act.

2. Permit application status In this section: The term agency has the meaning given the term in section 551 of title 5, United States Code. The term covered agency means an agency that issues permits. The term permit has the meaning given the term license in section 551 of title 5, United States Code. The term reviewing agency means an agency that, with respect to a permit— does not issue the permit; and reviews the application for the permit; or engages in any step of the process relating to the issuance of the permit. The head of each covered agency shall include on the website of the covered agency a webpage that displays information relating to the status of an application for a permit issued by the covered agency. The information included on a webpage developed under paragraph (1) shall include, with respect to an application for a permit issued by a covered agency— a description of the stages completed by the covered agency or any reviewing agency in the application review process; the duration in number of days of each stage described in subparagraph (A); the status of the application, including the duration in number of days the application has remained at the current stage of the application review process; contact information for each individual reviewing the application within the covered agency or any reviewing agency; a description of the stages in the application review process required to be completed before the covered agency makes a determination with respect to the application; and an estimated timeline for a determination with respect to the application.
