1. Threshold required for vote for censure, disapproval, and removal from committee Rule XVII of the Rules of the House of Representatives is amended by adding at the end the following new clause: A Member, Delegate, or Resident Commissioner may not be subjected to the censure or disapproval of the House, nor to removal from committee membership, unless not less than 60 percent of the Members voting, a quorum being present, vote in favor of the resolution to censure, disapprove, or remove such Member, Delegate, or Resident Commissioner from committee assignments.
