1. Prohibition with respect to flag of a foreign nation on the floor of the House During a session of the House of Representatives, a Member, Delegate, or Resident Commissioner may not bring or display on the floor of the House any flag of a foreign nation. Except as provided under subsection (b), the prohibition under subsection (a) shall apply to a flag of a foreign nation regardless of the size of the flag. The prohibition under subsection (a) shall not apply— to a flag of a foreign nation worn as a lapel pin by a Member, Delegate, or Resident Commissioner; or to a depiction of a flag of a foreign nation used as part of an exhibit by a Member, Delegate, or Resident Commissioner during a speech or debate under the Rules of the House of Representatives. The Sergeant-at-Arms of the House of Representatives is charged with the enforcement of the prohibition under subsection (a).
