That the House of Representatives— reaffirms its longtime commitment to the people of Ukraine and strong support for Ukraine as it defends itself against Russian aggression; unequivocally condemns Vladimir Putin and his authoritarian regime; stands in solidarity with the people of Ukraine in commemoration of the terrible costs Ukraine has borne after 3 years of brutal war; recognizes the importance of Ukraine’s historic fight for the security and prosperity of all nations on the continent of Europe and the United States; commends the people of Ukraine who are sacrificing greatly as they seek to rejoin the world community of free, independent, and democratic Nations; stands with the people of Ukraine to continue a range of substantive measures to prevent external direct and hybrid aggression against Ukraine and hold Russia accountable for aggression and violations of international law; reaffirms to never recognize Russia’s attempted annexation of Crimea and full support for international efforts, including in the Normandy Format, aimed at negotiating a diplomatic resolution to the Russia-led armed conflict in the Donetsk and Luhansk regions of Ukraine on the basis of respect for international law, including the UN Charter; expresses the need to restore Ukrainian control over the Ukrainian territories temporarily occupied or controlled by Russia including Crimea and the Donetsk and Luhansk regions; confirms the importance of the Budapest Memorandum of December 5, 1994, and calls on Russia to fulfill its previous commitments to respect Ukraine’s sovereignty and territorial integrity within its internationally recognized borders; works on building Ukraine’s resilience against Russian aggression and reaffirmed the importance of the Minsk agreements to end Russian aggression against Ukraine; supports creating security conditions for the full implementation of the Minsk Agreements; aims at deepening Ukraine’s integration into Euro-Atlantic institutions concurrent priorities; and supports the United States-Ukraine Strategic Partnership Charter as a platform to advance United States and Ukraine strategic interests.
