What This Resolution Does

House Resolution 1333 sets the terms for House consideration of four separate bills: the fiscal year 2027 Agriculture, Rural Development, Food and Drug Administration appropriations bill, a child-care block-grant compliance bill, a FAFSA identity-fraud review bill, and a Temporary Assistance for Needy Families program-integrity bill. The resolution has passed the House and operates as an internal House rule; it does not itself enact the substantive policies or appropriations in those four bills.

For H.R. 8646, the Speaker may send the House into the Committee of the Whole. The first reading and full reading would be dispensed with, general debate would last one hour split equally between the Appropriations chair and ranking member, and the bill would then be considered under the five-minute amendment rule. The resolution waives all points of order against consideration and waives specified House-rule objections to provisions in the bill.

Only amendments printed in the Rules Committee report, authorized amendments offered en bloc, and specified pro forma amendments could be offered to H.R. 8646. Printed amendments would have to be offered in report order by designated members and within assigned debate times. The Appropriations chair or designee could group remaining printed amendments into an en bloc package with 20 minutes of debate. The chair and ranking member could each offer up to 10 pro forma amendments for debate. Authorized amendments would be protected from points of order, further amendment except for the pro forma procedure, and demands to divide the question. After amendment, the rule would permit only one motion to recommit before final passage.

For H.R. 7726 and H.R. 7892, adoption of the resolution would automatically adopt the substitutes in Rules Committee Prints 119-32 and 119-31. For H.R. 8872, it would automatically adopt the Ways and Means Committee substitute printed in the bill. Each amended bill would be considered as read, receive one hour of equally divided committee-controlled debate, and proceed to final passage with no intervening motion except one motion to recommit. Points of order against considering each bill and against provisions in each amended bill would be waived.

Who Benefits and How

House leadership and the relevant committee managers receive a defined path to debate and final votes on all four bills. Sponsors designated in the Rules Committee report can offer their H.R. 8646 amendments with protected debate time, and the Appropriations chair can package unresolved amendments. Ranking minority members retain equal control of general debate, the H.R. 8646 pro forma amendment allotment, and en bloc debate. Each underlying bill's opponents retain one motion to recommit.

Who Bears the Burden and How

House members must comply with the prescribed amendment order, sponsorship limits, debate times, and motion restrictions. Members not designated in the Rules Committee report are barred from offering substantive H.R. 8646 amendments outside the authorized categories. For the other three bills, members cannot offer ordinary floor amendments under the rule. Members also lose the ability to press the waived points of order or demand division of covered amendments. No taxpayer, agency, business, state, or benefit recipient has a direct compliance duty or cost under this procedural resolution.
