1. Prohibition on distribution of CCP-controlled publications The Chief Administrative Officer of the House of Representatives shall— immediately cease accepting or distributing China Daily and other Chinese Communist Party-controlled publications within the House wing of the United States Capitol, any House Office Buildings, or any other facility owned and operated by the House; prohibit the use of internal House mail systems for delivery of such publications; and notify all relevant House offices of this policy change. Nothing in this section may be construed to restrict or prohibit— the private receipt of publications by Members or employees of the House; access to such publications through public or research facilities; or the collection of such publications by the Library of Congress. In this section, the term Chinese Communist Party-controlled publication means any publication that— is required to register under the Foreign Agents Registration Act of 1938; and is owned, controlled, or directed by the Chinese Communist Party or its affiliates. The requirements under this section shall take effect immediately upon the adoption of this resolution.
