Section 1
1. Short title This Act may be cited as the No Tax Dollars for College Encampments Act of 2024.

2. HEA Amendments Section 485(f)(1)(J) of the Higher Education Act of 1965 (20 U.S.C. 1092(f)(1)(J)) is amended— in the matter preceding clause (i), by striking A statement and inserting (i) A statement; by redesignating clause (i) as subclause (I) and adjusting the margins accordingly; by inserting after subclause (I), as so redesignated, the following: respond to incidents of civil disturbance occurring on the campus, including with respect to coordination of such response with State, local, and campus law enforcement; by redesignating clauses (ii) and (iii) as subclauses (III) and (IV), respectively, and adjusting the margins accordingly; and by adding at the end the following: For purposes of this subparagraph, the term incident of civil disturbance means a civil unrest activity (including a demonstration, riot, or strike) that disrupts the community in which it is taking place and requires intervention to— maintain public safety; and prevent the disruption of learning, as applicable. Section 496(c) of the Higher Education Act of 1965 (20 U.S.C. 1099b(c)) is amended— in paragraph (8), by striking and at the end; in paragraph (9), by striking the period at the end and inserting ; and; and by adding at the end the following: monitors an institution’s compliance with section 485(f)(1)(J). (II)respond to incidents of civil disturbance occurring on the campus, including with respect to coordination of such response with State, local, and campus law enforcement; ; (ii)For purposes of this subparagraph, the term incident of civil disturbance means a civil unrest activity (including a demonstration, riot, or strike) that disrupts the community in which it is taking place and requires intervention to—(I)maintain public safety; and(II)prevent the disruption of learning, as applicable.. (10)monitors an institution’s compliance with section 485(f)(1)(J)..
