What This Bill Does

This bill is the fiscal year 2027 National Defense Authorization Act. It authorizes funding and policy direction for Department of Defense procurement, research and development, operation and maintenance, military personnel, acquisition, industrial base, cyber, space, special operations, military construction, Department of Energy national security programs, and related maritime and transportation programs.

The opening divisions authorize fiscal year 2027 appropriations for procurement by the Army, Navy, Marine Corps, Air Force, Space Force, and Defense-wide activities; research, development, test, and evaluation for the Department of Defense; and operation and maintenance for the Armed Forces and other Defense Department agencies. Later funding tables specify procurement, RDT&E, operation and maintenance, military personnel, other authorizations, military construction, and Department of Energy national security amounts.

The bill includes major force-structure and modernization provisions. It sets active-duty end strengths, requires the Air Force to maintain at least 1,800 fighter aircraft from October 1, 2026 through October 1, 2035, requires a test and evaluation facility repository and regional test hubs through the Test Resource Management Center, directs the Army to plan experimental battalion-sized drone-centric reconnaissance and security formations, and reorganizes Space Force acquisition responsibilities.
