Section 1
1. Short title This Act may be cited as the Reducing and Eliminating Duplicative Environmental Regulations Act or the RED Tape Act.
Section 2
2. Policy review Section 309 of the Clean Air Act (42 U.S.C. 7609) is amended— in subsection (a)— by striking and comment in writing and inserting , and comment in writing,; by striking Administrator, and inserting Administrator; by striking (1); and by striking , (2) newly authorized Federal projects for construction and any major Federal agency action (other than a project for construction) to which section 102(2)(C) of Public Law 91–190 applies, and (3) proposed regulations published by any department or agency of the Federal Government; and in subsection (b), by striking , action, or regulation.
