1. Short title This Act may be cited as the Transportation Assistance for Olympic and World Cup Cities Act of 2025.
Section 2
2. Transportation assistance for international games Chapter 55 of title 49, United States Code, is amended by inserting after section 5501 the following: The purpose of this section is to support State, Tribal, and local efforts on transportation issues necessary to obtain the national recognition and economic benefits of hosting international sporting events in the United States. In this section: The term covered event means any event that— in the determination of the Secretary, is a multiday international sporting event, including— an Olympic, Paralympic, or Special Olympics event; a FIFA Women’s World Cup event; and a FIFA Men’s World Cup event; is held at a site located in a State or territory that has been selected by the International Olympic Committee or the International Federation of Association Football to hold such event; and is not regularly held at such site. Multiple events described in subparagraph (A), occurring in the same stadium, city, metropolitan planning area (as defined in section 134(b) of title 23), or metropolitan statistical area (as designated by the Director of the Office of Management and Budget), shall be treated as part of the same overall competition, sporting event, or grouping of competitions or sporting events and shall be considered to be 1 covered event. The term eligible entity means— a State or local government entity, Indian Tribe, or territory hosting a covered event; a State or local government entity, Indian Tribe, or territory that— is supporting a covered event; and has jurisdiction over an area that is located not more than a 100-mile radius of the location in which the applicable covered event is or will be held; a metropolitan planning organization that serves an area that— is not a host metropolitan planning organization; is under the jurisdiction of a State, Indian Tribe, or unit of local government described in subparagraph (A) or (B); and is located not more than a 100-mile radius of the location in which the applicable covered event is or will be held; an entity eligible to receive a grant under section 24911 that operates intercity passenger rail service within a 100-mile radius of the location in which the applicable covered event is or will be held; or the sponsor of an airport— receiving a grant under subchapter I of chapter 471; and that is located not more than a 100-mile radius of the location in which the applicable covered event is or will be held. The term eligible project means— a transportation project that is eligible for assistance under any provision of this title or title 23— in the determination of the host metropolitan planning organization, will assist with the movement of people and goods for the applicable covered event; or will mitigate or prevent any adverse effects from the transportation changes resulting from a covered event; or a transportation planning activity that, in the determination of the host metropolitan planning organization, will assist with the movement of people and goods for the applicable covered event. The term host metropolitan planning organization means a metropolitan planning organization (as defined in section 134(b) of title 23) for an urbanized area (as defined in such section) in which a covered event is or will be held. The term Indian Tribe has the meaning given the term in section 4 of the Indian Self-Determination and Education Assistance Act (25 U.S.C. 5304). The term Secretary means the Secretary of Transportation. The term State has the meaning given such term in section 101 of title 23. The term territory has the meaning given such term in section 165 of title 23. For each fiscal year, the Secretary shall allocate the amounts made available to the Secretary to carry out this subsection as follows: Beginning with the first covered event occurring during or after the fiscal year, the Secretary shall allocate amounts evenly to each host metropolitan planning organization for such covered event, up to a total of $10,000,000 for each such host metropolitan planning organization. After allocating a total of $10,000,000 to each such host metropolitan planning organization for a covered event, the Secretary shall, of any amounts remaining, allocate amounts evenly to each host metropolitan planning organization for the nearest subsequent covered event to such covered event. A host metropolitan planning organization receiving amounts under paragraph (1) may use the amounts to carry out eligible projects or to provide funding to eligible entities to carry out eligible projects that— are located not more than 100 miles from the location in which the applicable covered event is or will be held; and in the determination of the host metropolitan planning organization, are not temporary infrastructure needed for hosting the covered event. Amounts received under this subsection may not be used for activities relating to preparing or submitting a bid to be selected to hold a covered event. The requirements described in section 6701(n) shall apply to an eligible project carried out with amounts made available under this subsection. The requirements described under chapters 501 and 471 shall continue to apply to any project carried out with amounts made available under this section by an eligible entity described in subsection (b)(2)(E). There is authorized to be appropriated to the Secretary to carry out this subsection $50,000,000 for each fiscal year, to remain available until expended. The Secretary shall provide technical and planning assistance to eligible entities, including— by providing assistance for planning activities of State or local governmental entities, metropolitan planning organizations, Indian Tribes, units of local government, and territories under sections 134, 135, and 165 of title 23 and sections 5303, 5304, and 5305 of this title for transportation projects relating to a covered event; by assisting State or local governmental entities, metropolitan planning organizations, Indian Tribes, and territories with the development of intermodal transportation plans relating to a covered event; by facilitating and incentivizing programs to temporarily pool and share, for the duration of a covered event, buses and related equipment among— State and local governmental entities, Indian Tribes, and territories hosting or supporting a covered event; and State and local government entities, Indian Tribes, and territories not hosting or supporting a covered event; by expediting review and comment of any required submissions to the Secretary relating to a covered event; by assisting with the coordination of transportation planning efforts between governments or the private sector; and by providing any other technical or planning assistance the Secretary determines to be necessary for advancing the purpose of this section described in subsection (a). The Secretary shall provide assistance under this section for a covered event only during the period beginning on the date that is 5 years before the date on which the covered event begins and ending on the date that is 30 days after the date on which the covered event ends. The analysis for chapter 55 of title 49, Untied States Code, is amended by inserting after the item relating to section 5501 the following: 5502.Transportation assistance for international games(a)PurposeThe purpose of this section is to support State, Tribal, and local efforts on transportation issues necessary to obtain the national recognition and economic benefits of hosting international sporting events in the United States.(b)DefinitionsIn this section:(1)Covered event(A)In generalThe term covered event means any event that—(i)in the determination of the Secretary, is a multiday international sporting event, including—(I)an Olympic, Paralympic, or Special Olympics event;(II)a FIFA Women’s World Cup event; and(III)a FIFA Men’s World Cup event;(ii)is held at a site located in a State or territory that has been selected by the International Olympic Committee or the International Federation of Association Football to hold such event; and(iii)is not regularly held at such site.(B)Treatment of multiple eventsMultiple events described in subparagraph (A), occurring in the same stadium, city, metropolitan planning area (as defined in section 134(b) of title 23), or metropolitan statistical area (as designated by the Director of the Office of Management and Budget), shall be treated as part of the same overall competition, sporting event, or grouping of competitions or sporting events and shall be considered to be 1 covered event.(2)Eligible entityThe term eligible entity means—(A)a State or local government entity, Indian Tribe, or territory hosting a covered event;(B)a State or local government entity, Indian Tribe, or territory that—(i)is supporting a covered event; and(ii)has jurisdiction over an area that is located not more than a 100-mile radius of the location in which the applicable covered event is or will be held;(C)a metropolitan planning organization that serves an area that—(i)is not a host metropolitan planning organization;(ii)is under the jurisdiction of a State, Indian Tribe, or unit of local government described in subparagraph (A) or (B); or(ii)will mitigate or prevent any adverse effects from the transportation changes resulting from a covered event; or(B)a transportation planning activity that, in the determination of the host metropolitan planning organization, will assist with the movement of people and goods for the applicable covered event.(4)Host metropolitan planning organizationThe term host metropolitan planning organization means a metropolitan planning organization (as defined in section 134(b) of title 23) for an urbanized area (as defined in such section) in which a covered event is or will be held.(5)Indian TribeThe term Indian Tribe has the meaning given the term in section 4 of the Indian Self-Determination and Education Assistance Act (25 U.S.C. 5304).(6)SecretaryThe term Secretary means the Secretary of Transportation.(7)StateThe term State has the meaning given such term in section 101 of title 23.(8)TerritoryThe term territory has the meaning given such term in section 165 of title 23.(c)Grants for transportation projects relating to international games(1)Allocation of fundsFor each fiscal year, the Secretary shall allocate the amounts made available to the Secretary to carry out this subsection as follows:(A)Beginning with the first covered event occurring during or after the fiscal year, the Secretary shall allocate amounts evenly to each host metropolitan planning organization for such covered event, up to a total of $10,000,000 for each such host metropolitan planning organization.(B)After allocating a total of $10,000,000 to each such host metropolitan planning organization for a covered event, the Secretary shall, of any amounts remaining, allocate amounts evenly to each host metropolitan planning organization for the nearest subsequent covered event to such covered event.(2)Grant uses(A)In generalA host metropolitan planning organization receiving amounts under paragraph (1) may use the amounts to carry out eligible projects or to provide funding to eligible entities to carry out eligible projects that—(i)are located not more than 100 miles from the location in which the applicable covered event is or will be held; and(ii)in the determination of the host metropolitan planning organization, are not temporary infrastructure needed for hosting the covered event.(B)ExclusionAmounts received under this subsection may not be used for activities relating to preparing or submitting a bid to be selected to hold a covered event.(3)Requirements(A)In generalThe requirements described in section 6701(n) shall apply to an eligible project carried out with amounts made available under this subsection.(B)Requirements for airportsThe requirements described under chapters 501 and 471 shall continue to apply to any project carried out with amounts made available under this section by an eligible entity described in subsection (b)(2)(E).(4)Authorization of appropriationsThere is authorized to be appropriated to the Secretary to carry out this subsection $50,000,000 for each fiscal year, to remain available until expended.(d)Transportation Planning ActivitiesThe Secretary shall provide technical and planning assistance to eligible entities, including—(1)by providing assistance for planning activities of State or local governmental entities, metropolitan planning organizations, Indian Tribes, units of local government, and territories under sections 134, 135, and 165 of title 23 and sections 5303, 5304, and 5305 of this title for transportation projects relating to a covered event;(2)by assisting State or local governmental entities, metropolitan planning organizations, Indian Tribes, and territories with the development of intermodal transportation plans relating to a covered event;(3)by facilitating and incentivizing programs to temporarily pool and share, for the duration of a covered event, buses and related equipment among—(A)State and local governmental entities, Indian Tribes, and territories hosting or supporting a covered event; and(B)State and local government entities, Indian Tribes, and territories not hosting or supporting a covered event;(4)by expediting review and comment of any required submissions to the Secretary relating to a covered event;(5)by assisting with the coordination of transportation planning efforts between governments or the private sector; and(6)by providing any other technical or planning assistance the Secretary determines to be necessary for advancing the purpose of this section described in subsection (a).(e)LimitationThe Secretary shall provide assistance under this section for a covered event only during the period beginning on the date that is 5 years before the date on which the covered event begins and ending on the date that is 30 days after the date on which the covered event ends.. 5502.
