Reclassification of United States nationals Section 341(b) of the Immigration and Nationality Act (8 U.S.C. 1452(b)) is amended to read as follows: A person who claims to be a national, but not a citizen, of the United States may apply to the Secretary of State for a United States passport. Upon proof to the satisfaction of the Secretary of State that the applicant is a national, but not a citizen, of the United States, the person shall be issued— a United States passport identifying the person as a national, but not a citizen of the United States; or upon written and signed request in the application of such person residing in a State or in a territory subject to sections 301 through 308, a United States passport identifying that person as a national and a citizen of the United States. Section 341 of the Immigration and Nationality Act (8 U.S.C. 1452) is amended by striking the section header and inserting the following: The table of contents of the Immigration and Nationality Act (8 U.S.C. 1101 et seq.) is amended by striking the item relating to section 341 and inserting the following: Section 325 of the Immigration and Nationality Act (8 U.S.C. 1436) is repealed.
