1. Cabinet member residential security allowance Chapter 59 of title 5, United States Code, is amended by inserting after section 5949 the following new section: The Director of the United States Secret Service Uniformed Division shall reimburse each eligible Cabinet member for— any costs incurred by such eligible Cabinet member for the acquisition or installation of safety and security equipment, including cameras, motion sensors, video recorders, door locks, and lighting, at any personal residence of such eligible Cabinet member; and any recurring monthly fixed costs incurred by such eligible Cabinet member for— maintaining safety and security equipment at any personal residence of such eligible Cabinet member; and security monitoring services for any personal residence of such eligible Cabinet member. The Director may only reimburse a cost under subsection (a) if— such cost was incurred by an eligible Cabinet member while an eligible Cabinet member; and such eligible Cabinet member submits an application in accordance with subsection (c). The aggregate amount which an individual may be reimbursed under paragraph (1) of subsection (a) may not exceed $10,000. The amount which the Director may reimburse an eligible Cabinet member under paragraph (2) of subsection (a) may not exceed $150 per month. Each eligible Cabinet member seeking reimbursement under this section shall submit to the Director an application at such time, in such manner, and containing such information as the Director determines appropriate. In this section: The term Director means the Director of the United States Secret Service Uniformed Division. The term eligible Cabinet member means— the Secretary of Agriculture; the Secretary of Commerce; the Secretary of Defense; the Secretary of Education; the Secretary of Energy; the Secretary of Health and Human Services; the Secretary of Homeland Security; the Secretary of Housing and Urban Development; the Secretary of Interior; the Secretary of Labor; the Secretary of State; the Secretary of Transportation; the Secretary of the Treasury; the Secretary of Veterans Affairs; the Attorney General; the Director of National Intelligence; the Administrator of the Environmental Protection Agency; and the Administrator of the Small Business Administration. Term United States Secret Service Uniformed Division has the meaning given that term under section 3056A of title 18. 2. Exclusion of residential security allowance from gross income Part III of subchapter B of chapter 1 of the Internal Revenue Code of 1986 is amended by inserting after section 139I the following new section: In the case of an eligible cabinet member (as defined in section 5949a(d) of title 5, United States Code), gross income does not include any amounts received as a reimbursement issued by the Director of the United States Secret Service Uniformed Division under section 5949a(a) of title 5, United States Code. The table of sections for part III of subchapter B of chapter 1 of such Code is amended by inserting after the item relating to section 139I the following new item: The amendments made by this section shall apply to amounts received after the date of the enactment of this Act. 139J.Residential security allowance for eligible cabinet membersIn the case of an eligible cabinet member (as defined in section 5949a(d) of title 5, United States Code), gross income does not include any amounts received as a reimbursement issued by the Director of the United States Secret Service Uniformed Division under section 5949a(a) of title 5, United States Code..
