Section 1
1. Short title This Act may be cited as the Seasonal Agriculture CDL Modernization Act.

2. Modernization of farm-related service industries restricted commercial driver’s licenses Not later than 1 year after the date of enactment of this Act, the Secretary of Transportation shall issue such regulations as are necessary to amend section 383.3(f)(3)(ii) of title 49, Code of Federal Regulations, to allow each State to develop and make available an online registration and renewal system so that farm-related service industries and eligible employees participating in the seasonal restricted commercial driver’s license program may more easily renew seasonal licenses as long as all other terms and conditions of the program have been met by the applicant. Not later than 1 year after the date of the enactment of this Act, the Secretary of Transportation shall issue regulations as are necessary to amend section 383.3(f) of title 49, Code of Federal Regulations, to clarify that implements of husbandry are not considered commercial motor vehicles, and are not subject to the calculation of Gross Combination Weight Rating or Gross Combination Weight. In this section: The term eligible employee means an employee that is eligible for and seeks to acquire a restricted commercial driver’s license. The term farm-related service industries has the meaning given such term in section 383.3(f) of title 49, Code of Federal Regulations (as in effect on the date of enactment of this Act). The term implements of husbandry means vehicles or equipment, whether self-propelled or towed, that are either specifically designed or adapted exclusively for agricultural operations or services. The term restricted commercial driver’s license has the meaning given such term in section 383.3(f) of title 49, Code of Federal Regulations (as in effect on the date of enactment of this Act).
