1. Short title This Act may be cited as the Equal Shot Act of 2025.

2. Treatment of certain firearms industry applicants for assistance by the Small Business Administration The Administrator of the Small Business Administration may not adopt any policy, practice, guidance, or directive that discriminates against an otherwise eligible applicant for financial assistance under the Small Business Act (15 U.S.C. 631 et seq.) or the Small Business Investment Act of 1958 (15 U.S.C. 661 et seq.), including an applicant for a loan or loan guarantee, solely because such applicant is a— firearm entity; firearm entity affiliate; or firearm trade association.

3. Definitions In this Act: The term firearm entity means an entity engaged in the design, manufacture, marketing, distribution, importation, promotion, or sale of firearms, ammunition, any component part of a firearm or ammunition, or any part, combination of parts, or components of attachments, accessories, or other instruments associated with the use of firearms (including scopes, sights, optics, stocks, grips, stabilizing braces, mounts, weapon mounted lights, multifunction aiming lights, silencers, magazines, clips, feed strips, any other ammunition feeding device, holsters, slings, secure gun storage or safety devices (as defined in section 921(a) of title 18, United States Code), firearm cleaning kits, range equipment, and other related products). The term firearm entity affiliate means a sport shooting range, an entity providing course of instruction on the lawful use of firearms, and any other entity that is affiliated, associated, or connected with a firearm entity. The term firearm trade association means an organization that represents a firearm entity or firearm entity affiliate.
